Financial penalties by the EU

Budgets and statistics of European Union member states are to be followed closier and tightier than ever before by the EU. Does this mean EU “interference” in the running of member states? Meanwhile EU is insisting with member states for a strict adherence to its financial directives, so much so that financial penalties are being considered to be imposed on those member states failing to do so.
