€23.6 Miljun jingħataw lil aktar minn 29,000 sid ta’ vettura għal taxxa żejda mitluba bejn is-sena 2004 u 2008


Il-Ministru għat-Trasport, Infrastruttura u Proġetti Kapitali Ian Borg u l-Ministru għall-Finanzi Edward Scicluna nedew għal darboħra l-iskema tar-rifużjoni tat-taxxa żejda li ġiet imħallsa fuq ir-reġistrazzjoni tal-vetturi bejn l-2004 u l-2008. Din is-sena, il-vetturi eliġibbli huma dawk li ġew irreġistrati f’Malta mill-1 ta’ Jannar 2008 sal-31 ta’ Diċembru 2008.

“Gvern li jippjana u jaħdem. Gvern li jwettaq dak li jwiegħed. Fuq kollox Gvern li jqassam is-suċċess ta’ pajjiżna man-nies.” Hekk beda d-diskors tiegħu l-Ministru Ian Borg hekk kif spjega kif se tkun qiegħda taħdem l-iskema.

 

Il-Ministru Borg sjega kif din l-iskema li ilha titħaddem sa mis-sena 2014 mill-Gvern u qed tagħti lura flus li inġustament kienu tħallsu minn sidien ta’ vetturi li rreġistraw il-vetturi tagħhom bejn is-sena 2004 u 2008. “Din is-sena se nkunu qegħdin darba għal dejjem nagħlqu l-kapitlu fuq inġustizzja li saret bejn is-sena 2004 u s-sena 2008. Din is-sena se nkunu qegħdin nagħtu lura madwar €4.9 miljun lil aktar minn 6,300 persuna eliġibbli. Dan huwa l-akbar ammont li qatt se nkunu tajna, biex b’kollox il-Gvern Malti se jkun radd lura €23.6 miljun għal kważi 29,000 vettura,” qal il-Ministru Borg.

 

Huwa spjega kif il-Gvern jinsab impenjat li jqassam il-ġid f’kull settur, inkluż f’dak tat-trasport. Il-Ministru Borg fakkar fl-inċentivi favur trasport sostenibbli fejn fis-sena 2018 il-poplu gawda minn aktar minn €3 miljun meta investa f’vetturi aktar nodfa, u fis-sena kurrenti l-istess inizjattivi reġgħu ġew imnieda b’investiment ta’ €2.5 miljun. Il-Ministru fakkar ukoll fit-€2.2 miljun li ġew investiti fis-sena 2018 biex aktar minn 24,000 żagħżugħ u żagħżugħa gawdew minn trasport pubbliku b’xejn u din is-sena l-Gvern żied l-investiment għal €3.3 miljun għaż-żgħażagħ kollha bejn 14 u 20 sena u l-istudenti full-time li għandhom ’il fuq minn 21 sena.

 

“Niftakru li dawn huma flus li qed jibqgħu fi bwiet iż-żgħażagħ u l-familji tagħna u hekk naraw kif dan il-Gvern impenjat li jara li s-suċċessi li pajjiżna qed igawdi minnhom, jitgawdew minn min jistħoqlu – mill-poplu Malti u Għawdxi. Fuq kollox naraw kif għandna Gvern li qed jaħdem qatigħ fuq kull livell, fuq kull qasam,” għalaq il-Ministru Borg.

 

Il-Ministru għall-Finanzi, Edward Scicluna spjega li, “l-benefiċċju mwiegħed bħal kull benfiċċju ieħor seta’ jitwettaq għall-fatt li l-ekonomija Maltija mill-2013 sal-2018 kibret b’rata medja ta’ 7.1% kull sena. Din hi qabża kbira meta tqabbel din ir-rata ma’ medja ta’ 2.1 fis-snin ta’ bejn l-2007 u l-2012.”

 

B’rata ta’ tkabbir  baxxa, il-Gvern preċedenti ma kellux flus biżżejjed biex irodd lura dak li  suppost ta mill-bidu.

 

Iżda issa il-folja nqalbet, illum qed inkomplu inwettqu l-aħħar fażi ta’ miżura oħra li turi fejn qed imur il-ġid li qed jiġi krejat. Permezz ta’ din il-miżura, l-ġid li qiegħed jiġi ġġenerat qed imur fil-bwiet tan-nies.

L-għaqal ta’ dan il-Gvern kien jitlob li din il-miżura kellha tiġi mqassma fuq sitt snin. Dan kien jikkontrasta mal-wegħdiet fierħa ta’ amministrazzjoni preċidenti u li qatt ma twettqu.

 

Il-Ministru Scicluna temm jgħid li, “ Dan kollhu juri l-għaqal ta’ Gvern li mhux biss jwiegħed imma jara jekk jistax jitwettaq.”

 

Hekk kif ġie mħabbar fl-aħħar Baġit, il-Gvern ser ikun qed jagħti rifużjoni ekwivalenti għall-ammont żejjed ta’ taxxa li tħallset fuq ir-reġistrazzjoni lil sidien ta’ vetturi li rreġistraw il-vettura tagħhom bejn l-1 ta’ Jannar u l-31 ta’ Diċembru 2008. Minn dan it-total wieħed irid inaqqas l-ammont ta’ €110 (vetturi) jew €55 (muturi) li diġà tħallas lura fl-2014 meta din l-iskema ġiet imħabbra għall-ewwel darba. Ir-rifużjoni se titħallas f’pagament wieħed permezz ta’ ċekk, li ser jintbagħat fl-indirizz provdut fuq il-formola tal-applikazzjoni lil sidien ta’ vetturi eliġibbli.

 

Fil-ġranet li ġejjin, Transport Malta ser tkun qed tinnotifika bil-miktub lill-applikanti eliġibbli għal din l-iskema. L-applikanti li jirċievu din in-notifika għandhom jivverifikaw id-dettalji personali tagħhom, jiffirmaw u jibgħatu l-formola tal-applikazzjoni lura lil Transport Malta sa mhux aktar tard mis-26 ta’ April 2019 fuq wieħed minn dawn l-indirizzi: Grant Scheme, Transport Malta, A3 Towers, Triq l-Arkata, Raħal Ġdid jew Għotja ta’ Darba, Ministeru għal Għawdex, Pjazza San Franġisk, Rabat, Għawdex.

 

F’każ li l-applikant ikun qed jibgħat il-formola tal-applikazzjoni f’ismu jew f’isimha, dan ma jeħtieġ l-ebda dokumentazzjoni oħra, filwaqt li f’każ li l-persuna eliġibbli ġiet nieqsa, l-eredi għandu jimla d-dettalji tiegħu f’din l-applikazzjoni u għandu jibgħat ukoll dikjarazzjoni magħmula minn nutar, fejn jiġi kkonfermat li huwa l-persuna eliġibbli għall-iskema.

 

Sidien ta’ vetturi li kienu rreġistraw vettura għall-użu personali bejn il-perjodu ta’ l-1 ta’ Mejju 2004 u l-31 ta’ Diċembru 2007 u li huma eliġibbli għall-iskema iżda li ma kienux applikaw matul is-sena 2014, 2015, 2016, 2017 jew 2018 jistgħu xorta jissottomettu formola tal-applikazzjoni li tista’ tiġi miksuba minn Transport Malta sas-26 ta’ April 2019.

€23.6 million given back to almost 29,000 vehicle owners for extra tax charged during years 2004 and 2008

 

Minister for Transport, Infrastructure and Capital Projects Ian Borg and Minister for Finance Edward Scicluna launched once more the scheme refunding extra tax paid on vehicle registration between 2004 and 2008. This year, vehicles registered in Malta from 1st January 2008 until 31st December 2008 are eligible.

“This is a Government which plans and works, a Government which delivers what it has promised. Above all, it is a Government which distributes wealth to its people,” stated Minister Ian Borg during the launch of the scheme.

 

Minister Borg explained how this scheme, which was put in place by the Government in 2014 is giving back money which was unjustly paid by vehicle owners who registered their vehicles between 2004 and 2008. “This time we are launching this scheme with a difference, because we will once and for all be concluding a chapter of an injustice which happened between year 2004 and year 2008. This year we will be giving back around €4.9 million to more than 6,300 eligible people. This is the greatest amount we have ever given, so that in total the Maltese Government will have given back €23.6 million for almost 29,000 vehicles,” said Minister Borg.

 

He explained how the Government is committed to distribute wealth in every sector, including the transport sector. Minister Borg reminded those present of the incentives towards sustainable transport where, in 2018, the people benefitted from more than €3 million when investing in more sustainable vehicles and the same incentives have been launched again for the current year with an investment of €2.5 million. The Minister also reminded those present of the €2.2 million invested in 2018 so that more than 24,000 youths benefitted from free public transport, and this year Government has increased the investment to €3.3 million for all youths aged 14 to 20 and all full-time students aged 21 and over.

 

“We need to remember that this is money that can remain in the pockets of youths and of our families and this is how we can see that this Government is committed to witness our country’s successes being enjoyed by all those who deserve it – by the Maltese and Gozitan people. Above all we can see that we have a Government that is working hard on every level, in every sector,” concluded Minister Borg.

 

Minister for Finance Edward Scicluna explained that, “the Government was able to provide these benefits due to the impressive growth of the Maltese economy, which grew at an average yearly rate of 7.1% from 2013 to 2018. This is a huge leap when compared to the average rate of 2.1% economic growth during the period between 2007 and 2012.”

 

As the previous Government were not able to generate today’s growth rates, they did not have the available funds to giveback what should have never been taken.

Today, we turn the page, as we finalize the last phase of this measure, we are once again confirming that the wealth being generated is being reinvested in the nation and its people.

 

This Government felt that it would serve better should the measure be spread over a six-year period.

 

Minister Scicluna concluded by saying that, “Contrary to previous administrations, this Government did not make promises and then not deliver but rather acted correctly and delivered on its commitments.”

 

As was announced in the last Budget, the Government will be refunding the amount equivalent to extra tax paid on registration to vehicle owners who registered their vehicle between 1st January and 31st December 2008. From this total, one needs to subtract the amount of €110 (vehicles) or €55 (motorcycles) which was already paid back in 2014 when this scheme was announced for the first time. The refund will be sent as one payment through a cheque which will be sent to the address provided in the application form to eligible vehicle owners.

 

In the coming days, Transport Malta will be notifying eligible applicants in writing about this scheme. Applicants who receive this notification should verify their personal details, sign and send the application form back to Transport Malta by not later than 26th April 2019 to one of these addresses: Grant Scheme, Transport Malta, A3 Towers, Triq l-Arkata, Raħal Ġdid or Għotja ta’ Darba, Ministeru għal Għawdex, Pjazza San Franġisk, Rabat, Għawdex.

 

If an applicant is sending an application form in their own name, they do not require any additional documentation, while in the case of an eligible person who has passed away, the heir should fill in his details on this application and send a notary’s declaration confirming that he is the person eligible for the scheme.

 

Vehicle owners who had registered a vehicle for personal use between 1st May 2004 and 31st December 2007 who are eligible for the scheme but who had not applied in 2014, 2015, 2016, 2017 or 2018 can still submit an application form which can be obtained from Transport Malta until 26th April 2019.
